Interleave two arrays

Build a new array alternating elements from a and b (a first). When one runs out, append the remainder of the other. Implement process(int[] a, int[] b) — note the two-parameter shape interleave. Example: {1,2,3} and {9,9} → {1,9,2,9,3}.
