Given a list of number rows, count the rows whose **largest value is strictly greater than the sum of all its other values**. Implement process(java.util.ArrayList<int[]> rows) (0 for an empty list). Example: rows {9,1,2} (9 > 3 ✓), {3,3,3} (3 > 6 ✗), {1,1,5} (5 > 2 ✓) → 2.
