Timed (15 min): full class

Set **15 minutes**. Implement the Timer class: constructor takes the start value (> 0 expected). tick(n) counts down by n but **never below 0**. reset() returns the timer to its constructor value. expired() is true when the value is 0. value() reports the current count.
