Trace a nested loop

Read nested(a, b) (already implemented). Set up the state table for the call nested(1, 3): rows for each (i, j) pair, and predict the return value by hand first. Then make the tests pass by *keeping the code as-is* — this challenge grades your understanding, the code is already correct.
