This is the course's final graded challenge: AdmissionsCore and OpsReport
driven end-to-end on the FixedClock, with the acceptance battery as the
only authority. Everything is deterministic — if your design decisions from
the worksheet hold, the battery is green; if any invariant leaks (a global
ordinal, a stable tie order in the report, a window that never rolls), the
battery names it.
Shipping is not "it compiles". Shipping is: reference passes, and every documented wrong variant fails.
